Legislative Assembly of the Rostov Region was constituted in 1994, succeeding the Soviet of People's Deputies of the Rostov Region, the regional organ of the state power that exercised control on bodies of executive power.
Legislative Assembly election took place on March 31, 1994 under the new Constitution and in accordance with the President of the Russian Federation decree #1617 (In re Executive Bodies of Local Self-government Reform in the Russian Federation); on April 12, 1994 Alexander V. Popov was elected Chairman of the Assembly. Prior to that election he headed the Soviet of People's Deputies of the Rostov Region.
The second convocation of deputies of the Legislative Assembly was elected on March 29, 1998; the third convocation was elected on March 30, 2003. On its first session on April, 7 Alexander Popov was elected Chairman of the Legislative Assembly of the Rostov Region.
